NHAI Recruitment 2026 Eligibility Criteria
Candidates should carefully examine the eligibility conditions because the recruitment is specifically through deputation.
Deputy General Manager (Technical)
For the Deputy General Manager (Technical) post, candidates must possess a Bachelor’s Degree in Civil Engineering from a recognized University or Institute.
In addition, candidates must have six years of experience in implementation of infrastructure-sector projects related to highways, roads or bridges. Experience in handling Public Private Partnership (PPP) Projects) is desirable and candidates having such experience will be given preference.
For deputation, eligible officers may come from Central Government, State Governments, Union Territories, universities or recognized research institutions affiliated with the Government of India, PSUs, semi-government, statutory, autonomous organizations and other government bodies.
The officer should either be holding an analogous post regularly in Level-12 or equivalent, or have five years of regular service in Level-11 or equivalent, along with the prescribed educational qualification and experience.
Officers from State Public Works Departments can also be considered subject to the specified conditions. Such candidates must have a Civil Engineering degree and should have worked as an Executive Engineer for five years on a regular basis, or have at least ten years of experience at the level of Assistant Engineer/Assistant Executive Engineer/Sub-Divisional Engineer and above. Out of this experience, at least six years should relate to implementation of infrastructure-sector projects involving highways, roads or bridges.
Manager (Technical)
For the Manager (Technical) post, candidates must have a Bachelor’s Degree in Civil Engineering from a recognized University or Institute.
The essential experience requirement is three years of experience in implementation of infrastructure-sector projects related to highways, roads or bridges. PPP project experience is desirable and will receive preference.
For deputation from eligible government organizations, candidates may be officers holding an analogous post in Level-11 or equivalent, or officers with five years of regular service in Level-10 or equivalent, or eight years of regular service in Level-8 or equivalent, subject to the prescribed qualifications and experience.
The notification also provides separate eligibility routes for officers from State Public Works Departments and the Central Engineering Service (Roads), Ministry of Road Transport & Highways.
Age Limit
The maximum age for appointment through deputation is 56 years.
The notification further states that candidates should have more than two years of remaining service before superannuation in their parent department, calculated as on the closing date for receipt of applications.
Candidates who are more than 56 years of age on the last date for receipt of applications, or who are due to retire from their parent cadre within two years, need not apply.
Pay Scale
Selected candidates will receive salary according to the applicable Pay Matrix level:
- Deputy General Manager (Technical): Level-12 – ₹78,800 to ₹2,09,200
- Manager (Technical): Level-11 – ₹67,700 to ₹2,08,700

Selection Process
The recruitment will be made through deputation. NHAI may adopt objective criteria for screening applications depending on the number and quality of applications received.
The notification specifically states that NHAI may screen applications and call shortlisted candidates for a written test and/or interview, etc. The final number of candidates selected may also be less than the number of advertised vacancies depending upon the fitness of candidates assessed by the Selection Committee.
Therefore, candidates should not assume that submission of an application automatically guarantees selection. The final selection will depend on eligibility, screening and assessment by NHAI as applicable.
Deputation Period
The period of deputation, including deputation in another ex-cadre post immediately preceding the appointment, will ordinarily be one to five years.
The deputation period may be extended beyond five years under the approvals specified in the notification and subject to satisfactory performance. For officers of Central Engineering Service (Roads), special provisions regarding the maximum deputation period have also been provided.
